논문초록

이 글은 중국의 집단지도체제를 단순히 공산당 일당에 의한 권위주의 통치체제로 간주하고 내부에 작동하고 있는 다양한 민주적인 가치를 무시하는 것보다, 중국식 공산당 집단지도체제의 구체적인 특징과 내용을 파악하고, ‘좋은’ 민주주의라는 관점에서 비판적으로 고찰하고 있다. 중국은 개혁개방이후 엘리트 간 단합과 상호 견제를 가능하게 하는 집단지도체제의 제도화를 통해 공산당 통치를 안정화시키고 성공적인 경제성장을 이끌어내었다. 이처럼 집단지도체제가 다양한 성과를 이끌어내면서, 중국식 집단지도체제가 지닌 장점에 대하여 중국내에서 뿐만 아니라 해외에서도 일정한 주목을 받고 있는 것이 사실이다. 실제로 집단지도체제는 민주주의의 질과 결과라는 측면에 비추어 볼 때, 일정한 장점이 있는 것도 사실이다. 그러나 최소주의 기준에 의한 민주주의뿐 만아니라 ‘좋은’ 민주주의라는 측면에 비추어 보더라도, 중국의 집단지도체제는 민주주의와는 상당한 거리가 있으며, 인민의 참여가 배제된 소수 엘리트집단에 의한 과두체제의 불완전한 제도화로의 성격을 띠고 있을 뿐이다. 이런 점에서 볼 때, 평등한 권력관계를 보장하는 절차적인 민주주의를 전제하지 않고 좋은 민주주의를 논할 수 없으며, 절차적 민주주의는 폐기해야 할 제도가 아니라 보강되어야 할 제도임을 알 수 있다.

Abstract

This paper analyzes critically the features and content of Mechanism of China's Collective Presidency on the basis of 'Good' Democracy. Chinese Communist Party led to a successful economic growth and stabilizing of CCP's rule through the institution of collective presidency since China’s reform and opening up. Therefore the merits of China’s Collective Presidency is drawing attention by the global and China scholars. There are actually some merits within China’s Collective Presidency in terms of the quality and results of democracy. None the less, China’s Collective Presidency is not able to be characterized as democracy system in terms of not only minimalist democracy but also 'good' democracy. It is just the oligarchy system poorly institutionalised. Chinese people don't have any right to elect and supervise a leader under the oligarchy system. In this respect, a ‘good’ democracy is not able to be instituionalised without guaranteeing procedual democracy(or minimalist democracy). Procedual democracy have not to be repealed but to be reinforced by 'good' democracy.
