본 논문은 중국의 자국에 대한 정체성 인식 변화와 이로 인해 그 의미가 더 중요해진 동아시아 지역에서 중미 간 전략적 경쟁이라는 구조적 요인을 통해 중국의 한반도정책의 딜레마를 분석한다. 중국은 시진핑 등장 이후 (부상하고 있는) 강대국 정책성을 분명히 하고대외정책 방향을 조정해왔다. 이로 인해 대북 정책과 한반도 통일문제에 대한 인식에서도 중미 간 전략적 경쟁이 결정적인 영향을 미치는 변수가 되었다. 그 결과 중국정부는 한편으로는 핵과 미사일 발사로 이 지역의 평화를 해치는 북한에 대해 심각한 문제의식을 느끼고 대북 강경책을 취하기도 했다. 뿐만 아니라, 지속적인 지역 불안을 야기하는 북한의 존속보다 남한 주도의 통일이 중국의 전략적 이해에 해가 되지 않을 수도 있다는 주장이 제기되는 등 일련의 인식 전환의 징후를 보이고 있다. 그러나 다른 한편으로, 중국은 미국과의 전략적 경쟁이라는 구조적 조건하에서 한반도 정책을 사고하고 있으며, 이러한 구조적 조건은 중국 한반도정책의 근본적인 전환을 제한하는 요인으로 작용하고 있다. 그리하여 중국은 한미동맹과 미일동맹이 강고한 상황에서 여전히 북한을 전략적으로 포기할 수 없는 요충지로 간주하고 있으며, 이는 곧 중국 대북정책의 근본적인 전환을 제한하고 있다.

This paper examines the dilemma in China’s policy vis-a-vis the Korean peninsula in terms of the change in China’s perception of its national identity and the importance of structural factors due to the strategic competition with the U.S. in Northeast Asia. With the rise of Xi Jinping has come a foreign policy direction which has been developing in line with that of a great power identity. With this, the impact of variables with regards to strategic competition between the U.S. has become more decisive in terms of China’s policy towards North Korea and the Korea unification issue. On one side, the China’s government has increasingly concerned about the threat to peace in the region that North Korea’s nuclear and missile tests have created. However, this is not the only reason for taking a hard-line policy towards North Korea. Rather than protecting the North Korea that continues to create instability, there are signs which China’s government is beginning to consider that unification under Seoul does not pose any strategic risk. On the other side, it is argued that the strategic competition with the U.S. as a rival great power has created structural conditions that limit fundamental changes in China’s policy vis-a-vis the Korean peninsula. As the U.S.-South Korea and U.S.-Japan alliances are strong, North Korea can be regarded as an important strategic partner that China cannot give up.
