During the start of the Japanese occupation, there were no community organizations such as the baojia within the suburbs of the towns. The turning point came about in 1939 when it was decided that a community organization by the name of ‘jiexianggongyihui ’ was to be formed, masterminded by the Japanese occupational army. The Japanese commanding officer requested that an organization resembling Japan’s own Chōnaikai (町內會) to be formed within the towns of Beijing.Just after two years, the new self- governing organization was newly formed based on the district-subdistrict-fang (坊), with ‘quwujianlichu (區務監理處)’ being the governing body of the self-governing organization. After the reorganization, the scope of the involvement of the community organization in relation to the national organizations increased due to the implementation ofl i (里), which came under the fang . The difference being that the fang seemed to be far less involved with national matters compared to fang . Changes in relation to the community organizations of occupied Beijing came about during 1942. In short, after the restructuring, the Xinminhui started to intervene into the matters of the community organizations.The Post war Nationalist Party changed the fangli to baojia , but on a larger scale, they maintained the overall structure of the community organizations. It seems that the Baoija had a strong level of autonomy due to the leaders and secretaries that were appointed during this time.
