The establishment of the Residents’ Committee, which is the city grassroots organization of People’s Republic of China, has historical meaning in that it overcame the centuries-long trend of weakened understanding, management and mobilization of individual citizens by the state. The settlement of the Residents’ Committee as a standard organization for urban residents of the People’s Republic of China was not achieved by systematized planning but the result of several years of trial and error. It was also the result of a compromise with reality. The original goal was to organize urban residents through job-based organization. The Residents’ Committee is similar in form to the urban grassroots resident organization of the Republican era, but is a qualitatively different organization in terms of state control. Despite being defined as a self-governing organization, since the establishment of the Residents’ Committee, state control has progressively strengthened. It’s character and activities have changed according to political change, and it has been marginalized with the expansion of danwei. The current Residents’ Committee is facing a new turning point with the dismantling of danwei while various experiments are ongoing.
